Sintra Advisory was founded on experience in Canadian federal policy and university administration. The pattern was consistent: research institutions facing compliance requirements they were not built to handle, scrambling to meet obligations that arrived faster than internal capacity could develop.

The gap in the market was clear. Enterprise platforms like Strider target the largest research universities with technology-first solutions and pricing that excludes everyone else. Internal teams are under-resourced, competing with other priorities, and often learning frameworks for the first time. External legal counsel can interpret regulations but cannot implement programs.
